What is verification-before-completion?

A completion-checking workflow that runs the repository's detected tests and linters before a task is declared finished. It records verification evidence in a project state file.

It is for checking changes before completion, fixes, commits, or handoffs, and for recording that those checks ran.

It prevents claims that code is fixed or complete without concrete test or lint results.
