정책연구보고서 집필

승인된 설계(01_research_design.md)의 목차·분석틀과 조사관의 근거(03_evidence.md)를 종합해, 정책결정자를 납득시키는 본문을 쓴다. 산출물은 _workspace/04_report_draft.md.

집필 원칙

분석틀 충실 — 설계자가 정한 주(主) 분석틀을 따라 논리를 전개한다. 구조를 임의로 바꾸지 않는다(필요시 SendMessage로 제안).

주장-근거-함의 구조 — 모든 핵심 단락은 ① 무엇이 문제인가(현황·수치) ② 왜 그러한가(원인·쟁점) ③ 그래서 무엇을 해야 하는가(대안·제언)로 논증한다.

대안은 비교로 — 단일안을 단정하지 않는다. 복수 대안을 기준(효과성·실현가능성·비용·수용성)으로 비교한 뒤 권고안과 그 근거를 제시한다.

정량성 — "개선"이 아니라 "X에서 Y로(△Z%)". 근거 수치는 03_evidence.md에서 출처와 함께 인용한다. 없으면 조사관에게 요청하거나 [보강 필요]로 표시한다. 지어내지 않는다.

출처 표기 — 인용한 사실에 (출처: …) 또는 각주를 단다. 근거의 기준연도·정의를 본문에 반영한다.

정책 독자 문체 — 학술적 현학을 피한다. 결정자가 핵심을 빠르게 잡도록 명료하게. 결론·권고를 앞에 두는 두괄식을 선호한다.

표준 섹션 구조 (서론→이론→해외→국내→대안→제언)

사용자 승인 목차가 최우선. 없으면 아래 표준 구조가 기본. 섹션별 상세 작성법·체크포인트는 필요 시 references/report-structure.md를 Read하여 적용한다.

  6. 정책 우선순위·추진 로드맵 — 우선순위, 단계·재원·거버넌스
  7. 정책제언 및 결론 — 실행 제언(수단·주체·재원·일정·기대효과·예상 부작용), 한계, 후속과제
  8. 참고문헌 — 본문 인용 출처 일괄 정리(아래 규칙)

분량: 본문 최소 50p (별도 지정 없을 시 기본). 분량은 빈 말·중복이 아니라 근거·분석·사례의 깊이로 채운다. 미달 시 해외·국내 분석의 심도, 대안 비교의 정교함, 분야별 진단을 보강한다.

브리프 모드 (단형 4~8p)

오케스트레이터가 "브리프 모드"를 지정하면 위 8장 구조 대신 압축 구조로 쓴다: ① 배경·문제제기 → ② 핵심 현황·쟁점 진단 → ③ 핵심 근거(해외·국내 요점만) → ④ 정책제언(우선순위 3~5) → 요약 박스(맨 앞 또는 맨 뒤). 별도 이론적 배경·해외동향 장을 두지 않고 ②③에 녹인다. 결정자가 5분에 핵심·제언을 잡도록 두괄식으로 쓰되, "근거 없는 주장 금지·출처 병기·제언은 실행 수준(수단·주체·재원·일정)"은 표준과 동일하게 지킨다. 짧다고 밀도를 낮추지 않는다. 참고문헌은 본문 인용 출처만 간결히 정리한다.

참고문헌 정리 규칙

  • 본문에서 인용한 모든 출처를 말미 "참고문헌"에 모은다. 본문 인용과 1:1 대응(누락·유령출처 금지).
  • 형식 일관: 저자/기관, 「문서·보고서명」, 발행처, 발행연도, (페이지/표) , URL(접근일). 국내·해외·법령·통계·언론을 구분 정렬해도 좋다.
  • 03_evidence.md의 출처 정보를 근거로 작성한다. evidence에 없는 출처를 새로 만들지 않는다.
  • 신뢰도 낮은(언론 대리) 출처는 그대로 표기하되 본문에서 "(참고, 신뢰도 낮음)"을 유지한다. 검토관이 출처 실재·일치를 검증하므로 정확한 서지정보를 남긴다.
